Israel O. Mbachu, C.F.E., C.I.I. is a Principal Partner in the firm. He graduated with a Bachelor of Science (B.Sc) degree in Psychology in June 1976. At the university, he was an "Agent," later the Secretary to the Editorial Board before becoming the Editor of the students' detective magazine, "Agent 101", published as the moral watchdog of the students and campus community.

After graduating with a Second Class Honors, Upper Division degree, Israel obtained the Certificate in Insurance and Risk Management from the College of Insurance, Mumbai, India, in May 1979. He then worked with a British-managed firm of Chartered Loss Adjusters as an Investigator/Adjuster from August 1979 to September 1986. While with the firm
 
he worked adjusting assignments, including those dwelling on business interruption which required working knowledge of accounting and financial procedures, in virtually every business and industry.

His most challenging assignment was in 1985 when he flew by helicopter that landed on an oil platform located 35 miles into the Atlantic Ocean. He then entered a dinghy boat which ferried him five miles to the site of another oil platform that had been extensively damaged by fire. He was to assess the damage to the platform and later adjust the loss. All these were carried out by him as demanded by his work in spite of the fact that he is a non-swimmer and has a phobia for being in a swimming pool or large water.

Further, Israel handled all the forensic investigations in the office. His first such assignment in September 1979 was to investigate the alleged death of a United States principal's insured who allegedly died owing to asphyxiation while reportedly swimming in the Atlantic Ocean. The United States-based claimant was to collect US$100,000.00 in policy benefits. Israel's on-the-spot investigations revealed that the insured did not die but was alive and well. He further found out that the Death Certificate was issued by a parapsychologist and not a physician who acknowledged during the interview that the claimant brought a copy of the purported Death Certificate to him to append his signature and stamp thereon because his stamp depicted him as "Dr." He denied knowing the insured. Moreover, since he was not a physician he cannot certify anyone dead.

Israel co-founded J. C. Owens Group in 1986. Since then to date, he has investigated or initiated, directed and coordinated thousands of investigative assignments, particularly in the areas of fraud investigation, business intelligence and corporate investigations in more than 150 countries around the world for principals in the United States, Canada, Europe, Asia, the Middle East and Africa.

Israel has been a Certified Fraud Examiner (CFE) since 1994 and he is also a Certified International Investigator (CII). He has presented papers in fraud seminars in the United States and the Netherlands. He is the Editor of the newsletters, Life and Health Fraud Alert and J. C. Owens Global Fraud Notes. He has written two books to date on insurance fraud and is currently working on two manuscripts dwelling on fraud investigations.

Stella A. Obiora-Mbachu, Ph.D., C.F.E. is a Partner and the Chief Operating Officer (COO) of the firm. Stella, a Certified Fraud Examiner (CFE) was for many years a university professor. She co-founded J. C. Owens Group and has been engaged in international investigations since 1986. She directs and coordinates the firm's investigative correspondents around the world. She also monitors each and every case from commencement and organizes the direction of the investigation until it is concluded.

Stella is the Sub-Editor of the newsletters, Life and Health Fraud Alert and J. C. Owens Global Fraud Notes. She has attended numerous professional seminars and fraud conferences in the United States and is an easily-recognizable face in the exhibition halls of many international fraud conferences. She is at present working on two manuscripts focusing on global fraud investigations.
